Hal Jordan, possessed by the Purge, returns to Earth with the Phantom Stranger. They arrive to find the Green Arrow doing his best to protect the orphans inside a burning building, but even if he saves the stricture and the people within, he may not be equipped to deal with the threat of the Purge.
