Charles and Royal Williams are brothers born and raised in the Bakersville neighborhood of Astro City. The two are as different as night and day. Charles is a police officer, while Royal lives a life of petty crime.
But as the autumn of 1972 arrived, Royal is stepping into a larger world of more dangerous crimes. He isn't the only one changing. The world's view of the super-beings that populated it began to change. Just as the entire world is striving to recover from he workings of the LSDeviant, The Old Soldier is sighted in Viet Nam, fighting alonside the North Vietnamese.
