The head Skrull uses his role as Captain America to convince the people that one out of every 20 Americans are actually Skrulls in disguise. Cap manages to free himself from the Skrull handcuffs in time to fight the imposter, but not until after the announcement. Now Cap is faced with America tearing itself apart in paranoia in his name.
