Ryder and Moonstomp are hunting and killing Skrulls, while recruiting humans with Skrull abilities. It would appear that Skrull Meat ended up in a bad batch of hamburgers, and humans who ingest them inherit both a fatal virus and a Skrull's shapeshifting abilities.
