The No Man's Land is over, and Gotham has been rebuilt leaving an immense power vaccum for the various mobs to try to fill. Batman's on hand immediately to try to make it clear that he will personally oversee Gotham's rebirth, and that there is no place in it for any mob.
But there's a new player in town... Whisper A'Daire. And she works for one of the Dark Knight's most implacable foes.
