Manticore's actions convince Prometheus to grant fire to the members of the Freedom Phalanx. Upon their return to Atlas Park, all of the super powers and high technology in Paragon City return, just in time to do battle with Lord Recluse and his minions in Arachnos. But Statesman is dead, and Manticore is racing against time to save him.
