Cap is struggling with the public ferver about his return. The general public seems to have turned him into an icon of capitalism rather than patriotism. He refuses to publicly endorse Andrew Bolt for congress, and gets drawn into a pointless battle against Batroc, who was hired by Hydra to fight Cap and lose.
